A floating bottom is a tank with trim. The glass "floats" above the stand.

Depends on style of tank. I would recommend foam under acrylic tank or rimless glass tank without trim. If a tank has trim it is designed to support the tank

I have never used the foam but it is mentioned and advised in some of my old aquarium books....I don't think I have ever seen it used.

I rarely use it even for acrylic aquariums. I pretty much reserve its usage for no-trim glass tanks.
