if you really want good light, you might want to look through home depot or lowes at their lights. i know they had some nice double bulb shop lights that were T12, which according to Wydlfa or however he spells that, T12 are more efficient and put out more lumens per watt.
a 40g isn't nearly as tall as the 29 gallon tank, so if you get two of those double bulb T12's you should actually be pretty good in the lighting department.
