Found a black and bug on my dog. What is it?

I have seen these on my dog and out side, but I have no idea what it couldn't be. It is black and white and shaped like a grain of rice. It is really fast moving and hard to catch. I have frontline on my dog, but not sure if it is biting her. I live in PA. Anyone have an idea what this could be?

When you say rice, do you mean brown or white rice? Better yet could it be spanish rice? Either way it could be a bug and a fast one at that. If you are serious that forget what I just said. Frontline or not, your dog could still have fleas and yes they are biting him/her. Its what happens next to the 'ricebug" that frontline does...kills them. But they will bite puppy first. I have dogs and frontline and I just changed after years of frontline I have come to find out that dogs grow an immunity to the same prevention meds over a period of time and a change up is required every so many years.
 
Thanks, hopefully the frontline will work once the dog is bitten.
I checked the dog again, and couldn't find any bugs.
The bug is very small, but still bigger then a flea. It has pointy front and rear ends. It is so small that it is hard to see any details.
I did have one bite my leg and it was a vicious little thing. It was like it was trying to burrow into my skin.

Try First Shield Trio. I live in a wooded area in Texas, and my Beagle doesn't have any problems with parasites.
