I would say damsels they are small and full of character a dragon wrasse is also a very interesting lookin fish

some nice jumbo flame hermits
 
You might also look into the jawfish, from what I have seen they are full of character.

puffers like valentinis, sharpnoses, fiji, and pink spots would be fine as would most filefish that survive well in captivity

jawfish are a favorite of mine.. and are indeed full of character

grammas, dottybacks (some are actually rather docile), cardinalfish, nano gobies, reef basslets, and flasher wrasses would all do fine in there
 
come on you know deep down you need to put a baby dragon wrasse in there it will give you the definitive edge of a need to upgrade to a 150g when it grows
