Gymnothorax Polyuranodon will get along fine with any tankmates which are larger than its mouth. But once it reaches 70cm and above, it will become very aggressive.

very fierce and predative. Will eat any other fishes smaller than its mouth.

They are voracious predators. Your best bet is something very large that it wouldn’t try to eat, or something so small it wouldn’t see it as a viable food source.
Mollies or guppies might be a good bet because they do good in the brackish environment, reproduce like rabbits, and are cheap.

I have a small spotted raphael catfish. Would that be a problem?

Not sure, full grown it should be ok, but they are very spiny and might hurt the eel if it tries to eat it.
