They are voracious predators. Your best bet is something very large that it wouldn’t try to eat, or something so small it wouldn’t see it as a viable food source.
Mollies or guppies might be a good bet because they do good in the brackish environment, reproduce like rabbits, and are cheap.

I have a small spotted raphael catfish. Would that be a problem?

Not sure, full grown it should be ok, but they are very spiny and might hurt the eel if it tries to eat it.
