can any if any type of freshwater shrimp be keep in a planted tank with small cichlids or peacful cichlid.

I would have to disagree. Even a small cichlid will pick at and kill a larger sized shrimp, at least in my experience. Possibly rams with leave them alone, as well as angels and discus, but other than that, you will just be getting them a snack.

the tank i was going to try them in had a pair of rainbow cichlids and mextico blue

Adult size amano shrimps are the ones that I think MIGHT work as they grow to 2 inch plus; however, I am not 100% sure about it. If your tank is well planted, then it should work as there is enough hiding places for your shrimp.
