Freshwater Tank - Milkey Water?

After reading this, I'm almost 100% sure your tank is not cycled.

You should read up on the stickies here about tank cycling. It's very important and I would not put any fish in a tank that isn't properly cycled or started with well-seasoned media.

I agree but if he's getting 0ppm readings its possible all the water changes did cycle it or help atleast.

Op hold out on moving the cat for another week or two and keep checking your parameters for another week or so if you have a spike in any readings hold out as long as possible.

I am going to keep testing the tank over the next couple of weeks before moving him over. Once the water clears I am actually going to move 3 of my small fish that I bought into the tank for the next week or two and see what happens.
 
Maybe I missed it, but I don't see anywhere that you stated you've put ammonia or food into the new tank. If you haven't, readings should be 0 since there is no nitrogen in the tank.

Before I put the RTC in the tank, I'd dose the tank with ammonia (see the sticky for how much) and take readings a few hours later for both ammonia and nitrites. Even if you have moved over other mature media, personally (me being super safe) I like to 'see' the tank handle some nitrogen before any animals go in.

If it comes back clear after a few hours on both, you would seem to have some functioning BB there. Repeat the dosing once more and take new readings to confirm.

The clarity issue is probably sand unless you have been adding food to the tank which is something you want to clean up before adding stock.
 
Thanks everyone for the help. But after a week of a cloudy tank I just went out and bought some Acurel F. And now my tank is already starting to clear up. I should have done this a long time ago haha. Thanks again everyone :)
