For musk i say it be ok in a 40 gallon and but in regard to the tank/filtration the bigger the better (u might want want a filtration with at least 4 turning rate in a hour, turtles are pretty messy), especially with good bio filtration but also remember to keep up with regular water changes.
I agree. A 40 gallon breeder or bigger would work great for life. For filtration I'd go with a large canister filter. Turtles are super messy. If you get a 40 gallon tank, get a filter that is rated for double that at the least.

Keep the tank 1/2 full but make sure there are high spots for the turtle to rest on where it can just stretch it's neck out to reach the surface. You can just stack some flat rocks to accomplish this or use some large pieces of driftwood. I really wouldn't recommend keeping fish with your turtle. There's a good chance they will get bit or eaten. It's always a risk when you mix fish and turtles. Some times you get lucky and sometimes you don't.
