Can a budget frog live a 90gallon with half way full of water how often would i have to change water?

Yes, one could live in that size tank. But you may find that that size is way overkill for this species since it's not the most active. What size is the frog? That will be an important factor on how deep the water should be. 7-9" is usually the depth most adults are kept at.
