Pretty much ignore each other. Eel hides most of the time. 15g is too small for an eel though. Also be sure to research the adult size of your froggie.

Believe it or not, I saw a frogfish here at a local pet store being sold in a freshwater tank. It even has a pleco inside the tank.
Its being sold for 250 pesos each (less than 5 U.S. Dollars)
Anyway, I think frogfish can withstand the brackish setting only for a limited amount of time but not permanently. Its still a marine fish.

He is about 7 inches and has settled in well. The only other animals I have in with him is a large Bristle Star and some small hermit vrabs to help clean up afetr him
 
I have kept 3 different species of Frogfish in the past and I found that they are extremely easy to get on non-live foods. I think that most people who say otherwise are probably just throwing the food in and letting it sink or are trying to feed with their hands which the fish will shy away from. Just get a package of wooden skewers (for BBQ-ing shishkebobs and such) and use them to stick feed thawed silversides or krill. This keeps your hand out of sight and you can move the food around in a life-like fashion without displacing a large amount of water. All my frogs (and Mantis shrimp) have fed voraciously with this method with no "training" required. Good luck and 30gallons is big enough unless you have one of the larger two species. A good book to read is Reff Fishes Vol. 1 by Scott W. Micheal. It has a large section on frogfish with many photos.
 
I could be mistaken but I believe there is only one species of frogfish that can live in brackish known as the Estuarine Frogfish. Can't remember the scientific name though.
 
i have one in my 30g and put a fuzzy dwark in with it, fuzzy dwarf was in it`s mouth by day 3, this is a bad boy.
 
My buddy just set up a tank and picked one of these guys up, Hes chillin in my reef tank till the tanks cycled. Check him out! Pretty cool fish imo. Hes eating ghost shrimp at the moment and is about 2"
