is there such a thing as freshwater puffers? ones that don't go to brackish or marine as it ages. i want to keep one for life in a freshwater tank. also, it can't get bigger than 6 inches. anyone know any species that fits this bill? thanks.
Dwarf Puffers. I believe they live in full freshwater but are exposed to brackish in certain seasons in their natural habitat. Only puffer I know of that doesn't require it.

Abei puffers, Salivators, Red eyed, Miurus, Congo, Fahaka, Mbu, dwarf pea puffers, south american puffers, arrowhead puffers, to name a few. Less than 6 inches delete the MBU and FAHAKA from the list.
I think most important questions to ask is: A) What size tank is it going in? and B) are there any fish in there at the moment?
Otherwise, yes there are plenty of freshwater puffers available around the world... just all depends on if your looking for something more on the lurker side or more active side of things?
Bigger than 6". Biggest Mbu I've seen was 20 odd, but I think they can get bigger.
If you're up for a challenge, fugu are around that size. But they're not FW and they're bloody complicated.
What about going brackish? Can go for a fig 8 or a green spotted if you do. Fig 8s are littler, but easier imo since they don't need to be in marine eventually, gsps need full marine when they're adults. You can keep a fig 8 at 1.005 all it's life. Can keep a couple of fig 8s together too depending on the tank, and they'll generally share nicely with bumblebee gobies.
