Dude if the military covers your electricity cost, and they won't give you crap about it, your golden! Insulate the garage walls and use a large good quality heater (or two) and i think it would be fine. I live in northern Cali, close to Oregon and the average temp here is like 45 F at night and 60 F in the day time but winters get down into the low 30's and high 20's F at night. I had a 200 gallon indoor tropical pond in my garage (with no insulation) and I used two 250 watt Ebo Jagers in the sump to heat it. The pond was 4 feet by 4 feet square and had like 20" of water in it so it was a large surface area to lose heat from and I never had trouble keeping it heated. I don't remember what my electricity cost, but back then I was making $10 dollars an hour and I don't ever remember complaining about the bill! In fact I specifically remember that only one heater would run at any given time. I really only had two in case one failed! It was actually overkill as far as keeping the temps up was concerned, I was just worried that if one did fail, it would get too cold and I would lose my fish, so it was just a precaution.
If you really wanted to get crazy with it you could always buy a chiller for the summer time. Many people use them for natives like pacific coast saltwater stuff that needs cold water. I wouldn't be suprised if you don't need to go that far though.
