gasping fish

Make sure that the filter outlet is pointed UP to disterb the serface of the water. the 2217 is a very good canister filter but like MOST canisters is very poor at Oxyginating the water. Move the outlet or add a bubble wand for additional water flow.
 
Fish gasp when they don't have enough DO in the water. Gas exchange takes place at the serface. Sometimes when you set up a strong canister you create a circular flow pattern like the one in the example below. If this happens the only water with enough DO will be in the top couple of inches.

You may also have too much current in the tank for the fish.

I think that you may be missing the point..... the water moving through the filter dosen't add Oxygen to the filter.

The surface of the water is where the oxygen exchange happens.... even bubbles in the water dosen't add any Oxygen to speak of, it only helps add oxygen because it agitates the water surface.

What could i do to fix the problem you talk about.... would moving my output lower in my tank do anything?

Move it higher so it splashes the water onto the surface.
