If it's just under the serface and your still having this problem then switch over to a spray bar and/or add and air/stone to the tank.
 
yea just angle your spray bar upward to disturb the surface of the water.. that should do the trick.. thats how i have it on one of my 55g and everyone is fine.
 
Did you replace the existing filter with the new one??

If so the new filter wont be cycled and you could have an ammonia spike :nilly:

Yea that was going to be my suggestion. Did you get a spary bar with the filter? Btw have you tested the water peramiters? You said "
i just installed a new eheim 2217 filter on my tank" What did you have on the tank before and did you add the media from the old filter to the new? Its possably a bit of Ammonia poisoning thats making them gasp too.
