Try a Chow rescue. There are lots of them. They will find it a great home. They do home checks before giving the dog over to the new owner. And with him still being young, he will be in pretty high demand unlike sone of the older dogs. You will have to donate the dog, but that shouldn't really matter if finding it a good home is most important.
