I found these guys at a lfs and they were tiny like 1" and they already had great colors, couple of questions:
Whats minimum tank size for these guys?
Whats the ph level that should be set for these guys?
Are they hard to breed?
What is the diet for them? and
What is the maximum size?

20g long would be the minimum recommended for a pair. Rams generally prefer soft and acidic waters although if acclimated well, they will be fine on the opposite side. Maximum size is 5-6 cm and like most other cichlids, they are open spawners and will breed without even your efforts. Try New Life Spectrum. Avoid excess proteins as they may suffer from bloat.

What about a 29g tank would that be good and anything that could go in there?
What Haynchinooksaid earlier is correct. Those work better. Figure out the temperature requirements first. Blue rams prefer the high end temperature so some tetras are unable to tolerate it such as the phantoms and neons.

The following can work well with high temps and are compatible.

Black Neon Tetra(Hyphessobrycon herbertaxelrodi)
Black Skirt Tetra(Gymnocorymbus ternetzi)
Bleeding Heart Tetra(Hyphessobrycon erythrostigma)
Cardinal Tetra(Cheirodon axelrodi)
Diamond Tetra(Moenkhausia pittieri)
Emperor Tetra(Nematobrycon palmeri)
Glass Bloodfin(Prionobrama filigera)
Head-and-Tail-Light(Hemigrammus ocellifer)
Kerri Tetra(Inpaichthys kerri)
Lemon Tetra(Hyphessobrycon pulchripinnis)
Penguin tetra(Thayeria boehlkei)
Robert's Tetra(Hyphessobrycon robertsi)
Rummy-Nose Tetra(Hemigrammus bleheri)
Rummy-Nose Tetra(Hemigrammus rhodostomus)
Rummy-Nose Tetra(Petitella georgiae)
X-ray Tetra(Pristella maxillaris)

What about 2 Zebra Danios, 2 Rosy Barbs, 1 Harelquin Rasbora, and 1 mystery pleco
Rosy barbs will not thrive with the warm temperature. The rest though will work. Add more harlies and danios. Do you have pics of yuor pleco?
