A Shepherd-specific rescue would be your best bet for a cheaper purebred, otherwise, you can find them or mutts at shelters as puppies if you're patient. I guess maybe I got lucky but my local shelter had a litter of 6 puppies come in and I got one of them. He's not purebred but he has been a perfect dog and picture perfect behavior and health. Plus I only paid $55 for him.
