I would definitly get the tank cycled with some small starter fish before adding the ray. They in turn will make a tasty treat when it's big enough to catch them.
my pups are fed chopped up earth worms. earthworm are great for putting on weight and no ray turns them down if u have a problem with feeding when u first get them.
