I ended up buying a new pressure regulator and emitter from Lowes. I conceded that I paid $6 for the hose, but then I found out that the emitters from Lowes will not work with that hose.

I put a drip system on the tank and the above system takes care of the waste water. A drip system will cost around ten dollars if your chlorine is low enough to not need a Cl2 removal system.
Btw, I have purchased the drip system from Harbor Freight ($6) and it is entirely made of junk that does not work. The pressure regulator is flawed and the original design was never tested. It spews water everywhereand it was designed that way. The drip emitters do not meter the water either.
