not everywhere they don't. Here there is a limit to how big you can keep them, but nothing for small ones. You can only keep a few over 15 inches. They don't want you taking all the spawning fish out of the lake

my dad too has found out that wax worms have been the best bait to use for blue gills, warmouths, pumkinseeds, etc
my dad found this area in a local lake with a little dock in it and was able to catch about 20 of the above mentioned fish in like 5 minutes!! there were so many!
 
Good news on the bass I caught, I didnt see a stripe on it, but after several "dances" with the slightly larger bass that I have already it has the stripe. They have become inseparable, they open their mouths up really big and wiggle around each other. I thought at first this was something about territory, but they don't attack each other.
 
I fly fish to catch 2-4'' creek chubs for bait. It would work equally well to catch 'em and put in a native tank.

I've always wanted to try out a sabiki rig to catch small fish in freshwater rivers as well.
 
I use a couple grubs on a small hook for small sunfish near the weeds. You could also try setting a minnow trap. Last year, I went to pick mine out of the creek and no minnows were inside, only a muddy puppy.
 
We've had luck with live grass shrimp (dipnetted on location) on small hooks (#10) catching sunnies and lmb in ponds here in FL.

I did catch it with of all things dog food.:ROFL:
