I see you are no newbie. The "cleaner" question often comes from new guys. We all have been there, so nothing wrong with that either.
IMHO, if your "scraps" are diverse and offer more or less rounded up nutrition in adequate quantity, there'd be no need to offer anything else to the "cleaners".

I guess yours fall out of the meaty part of the bell curve. I am with Rodger. Mine hit 2' or more in 2 years.IME, it took 2 years to grow from 5'' to 15" size. Dunno exactly about maximum growth rate
But if I compare it to my other catfish, I think it waaay too slow
