minnows are a type of carp. they will outgrow the tank. I'd get a 20 gallon and a couple of cons. they will live through almost anything, and the breeding would be a great learning experience.

unless I missed it, you never mentioned how old your little brother is.

also, if you're confident your brother will lose interest, and they'll become yours; you should probably take that into consideration. what would you want in a small tank of your own?

if they are your common fathead minnows, they are just 2 or 3 inches at most
 
around here, bait minnows are generally shiners. they couldn't live in a 10 gallon for life.

I assumed that the OP was referring to minnows like rosy reds from the store or little ones from a creek or something. Around here the only 'baitfish' I can find in the canals would probably be Gambusia or small cichlids
 
My brother is 11, and unfortunately the next thing i have to a 10 gallon is a 40 gallon.

My 20 is full of feeder fish, while the 30 is for breeding.
 
maybe a couple of rams?
 
they max out at a bout 3", and shouldn't be too high maintenance.
