for a 20 gallon and freshwater, get a bunch of dwarf puffers. they are freshwater, can breed in aquaria, you can tell the boys from the girls and only need 3 gallons of water per puffer. you should make the tank planted though if you want to keep aggression issues down. 99% of any kind of puffer is pretty aggressive. youd want to make it a species only tank
