Got scammed on ebay need help

won a rigid bike frame.guy kept telling me im sending it first thing tomorrow.after two weeks i started dealing with pay pal and ebay. he said i can ship it out tomorrow.i told him ill take my money back.took 2 weeks for it to be credited to my acct.whole ordeal took 5 weeks.in the end i couldnt even get to his feed back to leave him negative

similar situation for me. item was never delivered. disputed through pay pal and got all my money back but it took around 5 -6 weeks.
