The breeder I got mine from also captive breeds flamboyants. Some kind of research facility associated with an aquarium

If you guys want to find one, just ask your LFS if they can order from "sea dwelling creatures". I see cuttlefish on their stocklist sometimes, including flamboyants. Segrest gets them too but VERY rarely.
I just wish they lived longer than a couple of years. Back in school we had a pair for a while...then they laid eggs and died. It's tough when you want to breed something, but it will die after. Such an ethical dilemma!
