They are definitely banned in the US (and if its banned, its certainly banned in Cali)
But just because its banned doesn't mean you cant find it. I've wanted one since my dad told me about one he had had as a kid, but I don't really feel like facing the fines of having an illegal fish when there are so many amazing fish out there that are still legal.
