if the heater gets hot enough to melt the plastic underwater your fish will have been dead for a while.

take a piece of PVC, drill about 25-30 holes in it, put the heater in.

make sure the pvc is wide enough so there is no direct contact to the heater.

I use Hagen tronic heater guards for glass heaters. they are cheap and work well.

your LFS should carry them.
