As long as an Asian Arowana isn't tagged in Singapore, it is illegal and you face a fine if the authorities catch you. Mind you the tagging procedure has been around for more than 3 and a half years. The sale of untagged Asian Arowanas is illegal. Doesn't matter if it's a Green or a XB, they must be tagged and come with a cert if you want to sell them. Even owning one is illegal.
