Well the pH isn't high if it's 7 thats neutral, right in the middle of acidic and base,.........do you have driftwood in the water? If so it could be leeching tannins that will tint the water........
 
i had some driftwood in there, then i took it out cause i thought thats what was causing it, but after about 2 weeks, no wood still ugly water.

Tannins will not harm your fish. What are your fish? Any fish that are tolerant of the low pH will thrive but not fish from hard, alkaline waters. Your KH is probably high for the pH to fall below 7.:)
 
If it is green then it is an algae bloom. Limit your lighting, and shut off completely for a few days. Check for phosphates just to be safe.
 
The yellow sounds like it is from driftwood tannin leaching. If you are able to, add purigen to your tank and that should take care of it for you.
