Green spotted puffer question

Puffers are very nippy so when given the chance the will nip fins. Also for health long term both species require a Brakish environment.

I’ve read in some forums people keep figure 8s with community fish like mollies though… what about pea puffers then?

Yes Molly's can live in Brakish water. Tbh don't have experience with the Pea Puffer but they may be fine with the Tetra's.
