Yes you can keep them, big tank and good filter (dirty fish, but personable) use a bare tank otherwise they like to spit the gravel and you could loose a tank wall.
Bad to eat when kept like that.
Tilapia, when grown out, are kept in fresh, running, clear water (not recirculated) for the last 3-5 days called polishing and not fed. It cleans all the garbage out of their system so they don't taste gamy or muddy.
