Honestly a Rubbermaid or equivalent storage bin brand or a kiddie pool would be better for any tortoises... if you can't afford the space to build your own.
 
Odd choice for a tortoise cage. And probably not a good one. And what is that substrate?

It might be ok if it was much bigger and the sides were higher. BWB's tortoises are always trying to escape because they can see out. Rabbit cages are made for rabbits.

From the other members' posts, it seem like they are referring to the height of that tray, not the choice of caging. Apparently if they can see over the edge, they can stress out.

And I sen that African Spurred Tortoise in a kiddie pool at the ERAS Expo that TheBloodyIrish was talking about in another topic. The Russians did fine since the height was more than 10", but the African Spurred Tortoise was stressed as hell and keep trying to get past the lip.
 
And rabbit cages can be used for tortoises.

If noone believes me, and thinks im wrong you can go to www.repticzone.com < they all say rabbit cages are fine to use.
so are half a dozen cages too.

the sides are fine. russians and hermanns shells dont get high, so they wont see that far above the sides.
