Mine jumped from maybe 3-3.5 to around 9 or 10 in a little over 3 months, although that result isn't typical. Water changes, good diet, and proper temp to keep up their metabolism should do it. If you are really concerned about growth, I would give him his own tank or have smaller and less agressive tankmates, so he doesn't have to compete as much for food. Haven't tried beefheart yet on oscars, although supposedly it helps a lot for thier size, worked for my senegals, so you might want to give that a try.
