Doesnt really loom like it but you will know they are ready to spawn when they drop their tubes and start cleaning a rock/surface.... they will also srtart flaring at each other a lot...

He's trying to court her. It's both a dominance and courtship display. She doesn't appear ready yet but he's letting her know he his. That type of activity can go no for a long time.
