I tried placing the pea in his mouth really far back and when he was placed back into the water he spit it out. What solution would I be able to create to put in a syringe and put down his esophagus?

You could also try to force feeding the medication by using a plastic baby syringe you can buy at the drugstore. You can crush the tablet if it is a pill and use 1/8-1/4 the dosage with a little water. Net the fish and use the tip of the syringe to open its mouth and squirt the medication down its throat. I have down this many times and it is a lot more effective than in the water. I would do this in the morning and at night with at least one water change. This is a lot easier in a 10 gallon quarantine tank though. I wouldn't worry about feeding until he starts to eat on his own.
