there's no way it's 9 or 13.
Did you use those spring scales, or the digital ones?
The spring scales get bad over time making your catch heavier or lighter than is.
He looks close to 60cm. And he has a a little bit of a belly so around 5 or 6lb.

The 2digit bass will be more than 60cm, and have a HUGE belly.
