The genus is correct but wrong species.
One of the clues was that the common name refers to the Mountain range it is found in.
 
L. collaris or L. narduccii

hahaha.. i have no clue.. those are just the only ones i could find with the same genus...haha

It is the Leptomicrurus narducci (Andean Black Backed Coral Snake) Found all along the length of the Andes from Columbia to Argentina.
I thought that one would have been fairly easy, oops.
