Fot a lot of people a 9-10" fish IS a monster. So your clues so far are it's size, it's area of origin, and that it is not a smelt.

I guess nobody likes this one, so I will tell you and post something else, it is the Bleak, Alburnus alburnus alburnus, a tasty fish though on the small side.
