You can keep several percula clowns in a 20 long.
However if you go with a hundred to 120 gal saltwater tank you can do:
1 tomato clownfish
Your tile eel
Snowflake eel
Live rock with mushroom coral
Bunch of anthias and damselfish
Pair of niger triggerfish

Unlikely, they aren't very good at catching fish, mine was pretty terrible at it, especially swimming fish like anthias.
They'd totally eat them if they were dead or dying tho.
For the ph, do they really need high ph? And i have garnet sand do i need to change it or i can just add crush corals to buff the ph high?
Garner sand is fine, either way probably doesn't matter
So i dont need to change it? Cause i only want to do live rock not a reef tank.
Doubt it, change probably isn't necessary for mostly inert rock
