When I have hair algae in my planted tank I replace my lamps and it goes away. This usually occurs when the lamps are around a year old.
Think of the hair algae as fat. When your plants aren't getting the level of light they are accustomed to but are still getting the same amount of nutrients they aren't going to process the same amount of nutrients which leads to hair algae.
