Has fishkeeping ever ruined a relationship?

By having fun I mean whatever you enjoy doing by yourself and with those you love... Go somewhere you've never been, go out to dinner with some friends, spend time with your family, etc.

People suffering with depression or other similar issues often dump themselves completely into something to help themselves cope. As you mentioned about him going to the doc or taking meds, guys in their young 20's would rather avoid both at all cost because they are 10ft tall and bulletproof.
its hard to say without knowing exactly whats going on, as much as you have said it is only one side of the story. Talk with your close circle of friends and talk to his friends. Engagement shouldn't be taken lightly and would just be sure before breaking it off if that is where it is headed.

He's 29. And he has been on the meds before, but he didn't think they help... BUT they did, and he was such a happier person all around. But after a few months, he stopped them.

I spoke with my brother, and I am going to be staying with him for a bit to see where things go.

I think that's a great idea. Taking a step back from the situation and surrounding yourself with family and friends is always helpful. Good luck! :) I went through an almost identical situation (minus fish issue at the time as I only had one tank) when I was 21 and was engaged, made me a much stronger and healthier person in the end.
