Have Dad back off on the feeding, shut off the lights and cover the tank to block out all light for 3 full days.
When he changes cartridges, only change 1 or 2 at a time and rotate the carts so the oldest is flowing into the new one to help seed it.
What did your Dad do wrong that he has to take care of the tank?
