Can't you use a drop ship company? Something like Shopito or Reship to get an imaginary domestic USA address.
It would not be difficult to make your own large DE filter from a small swim pool cartridge filter (like a pleated paper filter) & DE. I suspect turning the water off and back on would re-pack the DE effectively until it becomes too clogged. If you are keen, it would be easy to add a polycarbonate viewing window into the filter. Only need 30 mm sized ports to see what's happening inside.
