well i tried my setup again and got better results still not what i was thinking but i did notice something. i decided to use my pump and plumbing to fill the tank. i stuck the hose in the sump then turned on the pump to fill the tank. one thing i noticed is that as i filled the tank the flow from the top outlet got better. i only got half way full then i found a leak and had to drain it but it will be interesting to see how it does when the tank is full
