i have a question- why does it seem like most people have their tube-heaters in upright plumb position? wouldn't it be more heat-efficient to have it horizontal?

You want you're heater to be placed were there is good water flow for even distribution of heat. Im not sure why they are always vertical but horizontal would be fine so long as the cords dont bend too much. I frequently see them horizontal in retail tanks.

The thermostat sensor is traditionally near the top of the heater so if there were no water current, (ie power filter fails) it is good practice to have the sensor near the top. Heat rises and there can be large differences between the top and bottom of a tank if there is no water movement.
