The point is, if you have adaquate circulation then a smaller(cheaper) heater will do fine. Inline heaters work because the water is constantly moving past it, but they tend to stay on. If you can position the heater to get good circulation I think 2 250w would work providing the tanks arent outside, in the garage or in a room that is constantly fluctuating in temp,i.e front lobby by a door that is always open.

I have that combo (XP3 canister) in a room with a temperature range of 70 to 75 degrees. It maintains 78 degrees spot on.
