will a 300 watt heater heat a 108 gallon tank with lots of water movement, or do ineed more?

you should be okay, in a normal room temperature room.

3-5 watts per gallon is usually okay, so you should be good.

I have a 250w on a 90, and in my basement it keeps it at 78 no problem.

so a 300w on a 108 should be fine.
