I would go bigger if you have the space and know you will be a keen fish keeper for a while. Concrete tanks are great and easy to get much bigger for not much more.

To answer your filtration question, look at an internal filter behind a false back wall with multiple chambers. I would use bottom drains and sloped corners to have a self cleaning tank.

Sloped corners are a great idea. You get a clean tank without making a whirlpool in it.
 
Sorry, Also thank you for your time now that u mentioned it , the fishes would like to have got different flow wants ex.Asian Aro - Goliat tiger fish - piraiba or dorado cat.not yet sure about what else i want but i would only want like 10 below big fish for this size of a pond.

Now what i would like to ask if Is it even possible to have different flows in the pond ex. Top level would have low flow with the middle and bottom having moderate to fast ideally, but the pond i wish to build isnt so tall though.

Yes ! Exactly its very cheap compared to other builds.but really too bad this is the maximum limit i could get
