HELP! Fungus or Bacteria?

Edit: General Cure is for parasites. I don't think it'll do a thing in the world for fin rot or torn fins.

True indeed. My ammonia is 0, Nitrite is 0, Nitrate is under 10ppm (barely detectable), and ph is 6.8. I have the API test kit (not strips). The tank has been established for over a year, I do 30% water changes bi- weekly, use yeast CO2, have two HOB filters rated for 20gals each (one of which has a bio wheel). The lights are timed to go off between 10pm and 8am. The most recent introduction were a few rivulatus that I received from someone. They looked a bit sketchy and I failed to quarantine, which is why I used the General Cure. I have never had problems w/ this tank aside from Ph fluctuations which I sorted out many months ago by adjusting my yeast CO2 recipe.
I will post pics when I get home tonight.

Seriously, you seem to be more knowledgeable that most and if you can't figure out what's wrong it's doubtful we can :-)
 
When it comes to meds, no. Aside from the generic meds available I know very little. As you can probably tell from what I used, I generally take shots in the dark and hope for the best. In fact, I was all but convinced that this was fungal rather than bacterial before Lupin suggested otherwise.
Anyways, the fish seem to be improving despite the random assortment of meds that I threw in the tank. I've included a pic of the tank but unfortunately, not of the fish in question.
Thanks again to those that tried to help despite the limited info that I provided.
