Before you make an offer, definitely test the water parameters at least a few different times. Do not let them do the test alone, do them yourself, or watch them do it. Yes that is a male, and a blue eye, but not in good shape. How big is the tank, and what tankmates does he have? It is a little hard to see from the photos, but it appears to be under-nourished. Can you get a picture from the belly side?
